Cabinet Approvals with Foreign Countries on July 17, 2019

Cabinet approved 7 amendments to IBC
On July 17, 2019, The Union Cabinet approved 7 amendments to the Insolvency and Bankruptcy Code 2016 (IBC). It will help to speed up the bankruptcy resolution process and correct deviations that have crept into its functioning. It clarifies the uncertainty arisen after the ruling by the National Company Law Appellate Tribunal (NCLAT) in the Essar Steel resolution case.
i. It must be completed within 330 days, including litigations and other judicial process. At present, the resolution plan for an insolvent company should be cleared within 270 days.
ii. Union Cabinet clarified the rights of financial as well as operational creditors who have not spoken in favour of a resolution. Rajya Sabha passes Airports Economic Regulatory Authority of India (Amendment) Bill, 2019 seeks to amend Airports Economic Regulatory Authority of India Act, 2008
On July 17, 2019, Rajya Sabha passed Airports Economic Regulatory Authority of India (Amendment) Bill, 2019 seeks to amend the Airports Economic Regulatory Authority of India Act, 2008. It aims to bid out any new airport from pre-determined tariff structure.
Key Features of AERA Bill 2019:

  • Definition of major airports: The bill amends the definition of “major airport” as one which has annual passenger traffic of over3.5 million( 35 lakh). Currently, major airports with an annual capacity to handle 1.5 million (15 lakh) passengers come under the purview of AERA.
  • Determination of Tariff: AERA will not determine tariff, tariff structures in cases where these amounts were part of the bid document on the basis of which airport operations were awarded.
  • About AERA: It is a statutory body established under the AERA Act, 2008 for protection of interests of airports, airlines, and passengers.
  • Work: It regulates tariffs and other charges for aeronautical services provided at civilian airports with annual traffic above 15 lakh passengers. It also checks the performance standard of services across these airports.
  • Responsibility: It is responsible for determining tariff for aeronautical services at different airports every 5 years, development fees of major airports, and passengers service fee. It can also call for the necessary information to determine tariffs and perform any other tariff-related functions, including amending tariffs if necessary in the interim periods.

Demand for digitally skilled manpower will increase at 35% CAGR: NASSCOM
On July 17, 2019, As per the Indian Information Technology and Business Process Outsourcing industry, NASSCOM (National Association of Software and Services Companies), the demand for digitally skilled talent projected to grow significantly at 35% Compounded Annual Growth Rate(CAGR) till 2023. In 2023, the demand for digitally skilled professionals will rise to 2.3-2.7 million.Demand for digitally skilled manpower will increase at 35% CAGR Key points:
i. Present Status: Currently, the digital talent in IT-ITeS(Information Technology Enabled Services) industry in the country increased at over 20% and has a base of 2,60,000 in cloud computing, 185,000 in AI(Artificial Intelligence) & big data analytics, 185,000 in social media and mobile platforms and 170,000 in IoT(Internet of Things).
ii. Reskilling and upskilling:54% of all employees will require significant reskilling by 2022. Due to the Lack of talent availability, NASSCOM planned to tie-up with around 30 universities to reskill the talent base in 2019. iii.Development: The skills that are being developed in new technologies include the development of applications, data management, designing use case platforms for operations and directly working with the technology for applications on a daily basis.
iv. Going forward: 60-65 % of job profiles in the four million jobs in industry were expected to change in the next 5 years. NASSCOM’s FutureSkills initiative is to place India as the talent hub for emerging technologies and pioneer in global digital capabilities. An industry utility for skills development in 10 new-age technologies, 10 professional skills, 70+ job roles and 155+ technical skills, the platform will be a complement to the government’s Digital India initiative.
v.Immediate objective by NASSCOM: To transform 100 universities to supply digital talent, upskilling 4 million professionals by 2025.

8th meeting of India-Uzbekistan Joint Working Group on Counter-Terrorism held in New Delhi
On July 16, 2019, 8th meeting of India-Uzbekistan Joint Working Group on Counter-Terrorism was held in New Delhi. It was co-chaired by Mr. Mahaveer Singhvi, Joint Secretary (Counter Terrorism), Ministry of External Affairs and Ambassador Farhod Azriev of Uzbekistan.India-Uzbekistan Joint Working GroupKey Points:
i. The Joint Working Group assessed the threats posed by terrorist groups in their respective regions including cross border terrorism and worldwide.
ii. They exchanged views on current counter-terrorism challenges prevailing in the countries.
iii. They pondered upon the measures to strengthen bilateral cooperation in the sphere of counter terrorism through information sharing, mutual capacity building and sharing of best practices and also discussed on the cooperation in multilateral fora including United Nations (UN), Shanghai Cooperation Organisation- Regional Anti-Terrorist Structure (SCO-RATS) and Eurasian Group (EAG).
iv. The next meeting of the Joint Working Group is scheduled to be held in Uzbekistan.

Special Public awareness campaign on vector-borne diseases launched in Delhi
On July 17,2019  Union Minister for Health and Family Welfare, Dr. Harsh Vardhan launched a 3-day public awareness campaign named “Jagrukta Abhiyaan” in New Delhi to sensitize and mobilize the people on measures about prevention and control of Vector-Borne Diseases (VBDs) like Malaria, Dengue, and Chikungunya.campaign on vector-borne diseases launched in Delhi Key points:
i. Aim: The campaign aimed at making the community a partner for checking vector(mosquito) breeding across Delhi.
ii. Participants: It is the people’s movement in Delhi by the involvement of people’s representatives, officers from Government of India & Delhi, New Delhi Municipal Corporations(NDMC), Delhi Municipal Council, Railways and Cantonment Board and other stakeholders.
iii. Strategy: Totally 286 ward-wise teams (in all 272 municipal wards and 14 locations of NDMC) have been constituted having 20-25 as their members including officers of the municipal corporations along with officers from central government and government of Delhi.
iv. Awareness:  As a part of the exercise, teams visit residential areas, schools, hospitals and markets in Delhi and sensitize people on prevention and control of such diseases.
v. 1st meet: This is the first time that the centre, state and local bodies converge in their efforts to mobilize the community for a public health activity.

‘Internet Saathi’ programme of Google India & Tata Trusts to be extended to Punjab and Odisha
On July 16, 2019, Internet Saathi initiative, a collaborative programme of Google India and Tata Trusts, will be expanded to villages in Punjab and Odisha. Launched in July 2015, the initiative aims to facilitate digital literacy among women in rural India.internet-saathiKey Points:
i. Benefits: The programme has contributed towards bridging the digital gender divide in rural India. Initially, in 2015, female to male ratio was 1 in 10 and in 2018, it was increased to 4 in 10. It has trained 70,000 ‘Internet Saathis’.
ii. States Covered: The programme started as a pilot in Rajasthan and was expanded to states including Gujarat, Jharkhand, Andhra Pradesh, Uttar Pradesh, Assam, West Bengal, Tripura, Maharashtra, Madhya Pradesh, Bihar, Haryana,Tamil Nadu, Goa, Karnataka, Uttarakhand, Chhattisgarh and Telangana.
iii. Coverage: In Punjab, the program will cover around 5,000 villages, like Paras Rampur, Kotli Than Singh, Burj, Vehra and from Hoshiarpur and Kapurthala districts. In Odisha, it has been started from Sindhia in Baleshwar, Parakana in Puri, Bhuinpur in Kendrapara, and will cover over 16,000 villages.

12 beaches in India selected to compete for Blue Flag certification
On July 15, 2019, The Union Ministry of Environment, Forests and Climate Change (MoEFCC) has selected 12 beaches in India to compete for the ‘Blue Flag’ certification.12 beaches in India selected for Blue Flag certification Key points:
i. The 12 beaches : It includes Bhogave (Maharashtra), Shivrajpur (Gujarat), Ghoghla (Diu), Miramar (Goa), Kappad (Kerala), Eden (Puducherry), Kasarkod and Padubidri (Karnataka), Mamallapuram (Tamil Nadu), Golden (Odisha), Rushikonda (Andhra Pradesh) and Radhanagar (Andaman & Nicobar Islands).
ii. About Blue Flag Program:

  • Launch: It was launched in December 2017 for beach clean-up and development.
  • Prime objective:  Its purpose is to enhance standards of cleanliness, upkeep and basic amenities at beaches.
  • Installation: Structures such container toilet blocks, change rooms, shower panels, mini greywater treatment plants in an enclosed structure, mini solid waste recycling plants and off-grid solar photovoltaic panels are installed under the program & they are a minimum 10 meters from the high tide line.
  • Nomination & Assistance: Under the project, each state or union territory has been asked to nominate a beach which is being funded through the ongoing Integrated Coastal Management Programme(ICMP).

iii. About Blue Flag certification
It is international recognition for beaches and marinas that meet certain criteria of cleanliness and environmental propriety. It is run by the Foundation for Environmental Education (FEE), a Copenhagen based international, non-governmental, non-profit organization.
Ranking: Spain has the highest number of Blue Flag beaches (566), followed by, Greece(515) and France(395). Japan and South Korea are the only countries in Asia to have Blue Flag beaches.
Criteria: There are 33 criteria that must be met to qualify for Blue Flag certification. Few of them include water meeting certain standards such as waste disposal facilities, first aid equipment, disabled-friendly facilities and no access to pets in the main areas of the beach. Some criteria are voluntary and some compulsory.
Review: Once approved, beaches are given qualification for a year and must apply annually to continue meriting the right to fly the flag at their locations.

Palau became the 76th country to sign the International Solar Alliance (ISA) Framework Agreement
The Republic of Palau, an island country located in the western Pacific Ocean has signed International Solar Alliance Framework agreement to become a 76th country that joined the International Solar Alliance(ISA). It was signed by Palau President Tommy Remengesau during a special ceremony at Permanent Mission of India to the United Nations (UN). ISA Framework Agreement has been ratified by a total of 54 of the 76 countries till now.Palau - ISA Key points:
i.  Palau is a host country for 2020 edition of the ‘Our Oceans conference’. This will focus on issues such as climate change, sustainable fisheries, and marine pollution.
About International Solar Alliance (ISA):

. It was jointly launched by Prime Minister Narendra Modi) and France’s President Francois Hollande in November 2015 on sidelines of COP-21(conference of the parties) of UNFCCC (United Nations Framework Convention on Climate Change) in Paris.
ii. It was officially established on 6 December 2017 headquartered at the National Institute of Solar Energy (NISE) in Gurugram, Haryana.
iii. It is a major global initiative for contributing to the implementation of the Paris Climate Agreement through rapid and massive deployment of solar energy and reduce dependence on fossil fuels.

ICICI Bank unveils digital platform InstaBIZ for MSMEs
On July 17, 2019, India’s largest private sector bank, ICICI(Industrial Credit and Investment Corporation of India) launched a new digital platform called ‘InstaBIZ’. It targeted at micro, small and medium enterprises (MSMEs) and self-employed customers, enable them to undertake their business banking transactions digitally and instantly.
Key points:
i. Going Digital: The platform offers over 115 products and services online through mobile phone or internet banking platform.
ii. InstaBIZ: It is a new comprehensive digital platform for businesses enables MSMEs to experience the convenience of a range of services digitally includes instant overdraft (OD) facility of up to Rs.15 lakh, business loans, easy bulk collection and payment of funds through multiple digital modes, automatic bank reconciliation and also undertake all  export-import transactions like inward and outward remittances among others.
iii. Features:  It is the first digital platform allows instant payment of GST (Goods and Service Tax) using the challan number in a single click payment. In addition, MSMEs can instantly apply for a Point-of-Sale(Pos) machine and marine insurance policy.
iv. Others: MSMEs who are not customers of the bank can also get the instant sanction of an OD facility up to Rs 10 lakh by uploading their bank statements and KYC(Know Your Customer) details via downloaded InstaBIZ.

Centre to increase coal production to one billion tone by 2022-23
On July 17, 2019, Union Minister of Coal Prahlad Joshi informed that due to insufficient domestic availability of coking coal, the gap between demand and supply of coal cannot be bridged completely. But there are plans to increase the total production of coal in India to one billion tones by 2022-23.
i. All India raw coal increased its production from over 462 Metric tonnes in 2013-14 to around 730 metric tonnes in 2018-19.
ii. For the transportation of coal, 14 dedicated corridors are being developed.

Bengali cinema veteran actor Sharp Dutt passed away at 78
On July 17, 2019, Swarup Dutta, Veteran Bengali actor known for his performances in Bengali films such as “Pita Putra” and “Harmonium” passed away due to age-related ailments in Kolkata. He was 78.

i. He was born on June 22, 1941.
ii. Datta had worked in many films in Bengali cinema in the 1960s and ’70s. He started his film career with Tapan Sinha’s Apanjan.
iii. His debut film was Tapan Sinha’s “Apanjan” (1968), and he made a mark in the Bengali film and theatre industries. He also worked in Bollywood movies with actor Jaya Bhaduri in Upahar.

International Malala Day 2019 observed on July 12
International Malala Day was observed on July 12, 2019. It is observed by the United Nations (UN) to highlight the work for the education of Pakistani children by the Pakistani child activist Malala Yousafzai.
Key Points:
i. The first International Malala Day was announced by the UN in November 10, 2012, exactly a month later (9 October 2012) when she was shot by the Taliban for campaigning for girls’ education in Pakistan.
ii. The day is observed since July 12, 2013. It was declared on the 16th birthday of Malala Yousafzai (Born on July 12, 1997).
iii. She was awarded the Nobel Peace Prize in 2014.

i. The day is celebrated since 2009 after United Nations (UN) passed a Resolution A/RES/64/13 declaring July 18 as “Nelson Mandela International Day” in recognition of the former South African President’s contribution to “the culture of peace and freedom.”
ii. Late Nelson Mandela was the former President of South Africa (1994- 1999). He had spent 27 years in prison in his struggle against racism, poverty and social injustice.

STATE NEWS

Rajasthan CM announced Rajasthan budget for 2019-20 with a total expenditure of Rs 2,32,944.01 crore
On July 10, 2019, Rajasthan budget for 2019-20 was presented by Chief Minister Ashok Gehlot, who is also the Finance Minister of the state.
Highlights of the Budget:
i. A work plan to be framed to prevent and reduce tobacco use among young minds.
ii. Opening of Janata Clinics near the residential areas across the state and provide free medicines to the patients.
iii. CT (Computed Tomography) scan has been made free in all state-run medical centers.
iv. Free pilgrimage to Pashupati Nath temple in Nepal.
v. Provision of Indira Priyadarshini kit to the newborn girl child in the medical health care center.
vi. The farmers’ fund will help to promote ease of doing farming, zero-budget natural farming in 36 gram panchayats of Banswara, Tonk and Sirohi.
vii. Target of Rs 16,000 crore crop loans from cooperative banks and ‘Nandi Shala’ will be built in each gram panchayat.
viii. A separate feeder at a cost of Rs 5,200 crore will be established to provide uninterrupted electricity supply to farmers.
ix. Proposals to make Jaipur free from beggars and making self defence training compulsory for girl students from class 6 to 12 in government schools.
x. Announcement of scheme for the promotion of small industries- ‘Rajasthan M-sand policy-2019’ for the promotion of the use of manufactured sand.
xi. Setting up of 200 new health sub-centres, 5 new trauma centres and 50 new primary health centres in the state, ‘Mahatma Gandhi institution’ in Jaipur at a cost of Rs 50 crore, a scheme for plantation, construction of new water sources and renovation of traditional water sources.
xii. Increase in the honorarium of Anganwadi workers from Rs 6,000 to Rs 7,500, from Rs 4,500 to 5,750 for mini Anganwadi workers and from Rs 3,500 to 4,250 for Anganwadi sahayika.
xiii. 1.5% stamp duty payable on documents of family settlement of ancestral property and division of co-ownership ancestral properties was waived-off.
xi. Stamp duty payable on upto Rs 10 lakh loan document of eligible individuals establishing start-ups was scrapped.

Madhya Pradesh got its First International Flight with Air India’s Service from Indore-Dubai 
On July 15, 2019, Madhya Pradesh got its First International Flight with the launch of a flight service to Dubai from the Devi Ahilya Bai Holkar International Airport, Indore with a national carrier Air India (Flight AI903) with 150 passengers.Madhya Pradesh got its First International FlightKey Points:
i. It was flagged off by Air India Chairman Ashwani Lohani along with local Parliamentarian Shankar Lalwani in the presence of former Lok Sabha Speaker Sumitra Mahajan.
ii. Air India is operating a 162-seater A320neo aircraft which will fly three times a week – Mondays, Wednesdays, and Saturdays from Indore to Dubai.
